Electronic Invoicing Functionality

The VSS Electronic Invoicing functionality includes Invoices, Payments, Bills, and Collections.

After a vendor provides goods or services required by an award, the vendor submits an invoice to the agency to collect payment. VSS supports the creation of referenced, unreferenced and standalone invoices. If the corresponding award has been posted to VSS, the vendor may create a referenced invoice in order to pull forward information from the award. In addition, if the award has not been posted to VSS, the vendor has the ability to create a standalone award and specify the corresponding contract information. Once the vendor submits an invoice in VSS, the invoice is sent electronically to the procurement or financial system for processing. Finally, invoices entered manually into the financial system can be posted to VSS, allowing the vendor to track the invoice status.

Following receipt of a vendor’s invoice, an agency makes payment to the vendor through the financial system. The payment can be posted to VSS, allowing the vendor to track the status of the invoice and corresponding payment.

Bills and collections can also be posted to VSS for vendors using VSS, allowing the vendor to track the status of its bills and collections.
