VSS allows an agency to complete its purchasing and invoicing activities with vendors electronically. Agencies have the choice of utilizing Procurement functionality, Invoicing functionality, or both.
An agency issues a solicitation electronically, via Momentum, for goods and services. If the solicitation is designated for electronic posting, then the solicitation is posted to the VSS web site. VSS allows vendors to review the solicitations and submit responses (at the detailed line item level).
The responses are sent electronically back into Momentum, where pricing information is updated and accessible on-line. Procurement professionals have the ability to view responses from multiple vendors, complete an evaluation, and make a selection and award to the vendor that provides the best value. If the award notification is designated for electronic vendor posting, then the award notice is forwarded to the specified vendor via VSS.
Once the award is issued, vendors, as well as the agency, will have the ability to view and track the status of orders, invoices, payments, bills, and collections. The vendor will also have the ability to use VSS to electronically submit invoices to the agency in Momentum and track the status of payments against the invoice.
