Solicitation Overview

VSS allows the user to search for solicitations. The user does not have to be registered in VSS in order to perform a search for a solicitation. Only the conformed copy (or most recent version) of the solicitation displays in the search results. However, once in solicitation view, the user is able to view previous versions of the solicitation. From the search results, a user who is logged into VSS and has procurement rights can create responses as long as the solicitation has not been awarded, closed, and/or cancelled. The user is also able to view the auction results if the solicitation is an auction.

Closed and cancelled solicitations only appear in the search results for a site-configured number of days. Canceling a solicitation will place the document in status of ‘cancelled’ in VSS and invalidate any offers received against the solicitation.  In addition, awarded solicitations do not display in the search results. A solicitation is considered awarded even if it is partially awarded.  

Any solicitation that displays in the solicitation search results is viewable. If a solicitation is directed to a particular vendor, the solicitation will not display unless the user is logged into VSS and has the correct vendor associations. In addition, the solicitation view provides access to the generated Solicitation as a PDF document for viewing and printing, if provided by the procurement system.

The VSS solicitation record also supports the ability to display attachments received from Momentum, and the ability to send and receive correspondence.
