The VSS Procurement Functionality includes Announcements, Solicitations, Responses, and Awards/Orders.
Once the vendor is ready to advertise to the public that it intends to acquire goods or services, an announcement form may be issued. Announcements synopsize the information specified on the request and provide additional information relevant to the impending procurement, such as the anticipated solicitation issue date and instructions on how to submit an offer. This pre-notification allows potential vendors to plan their resources accordingly.
An agency issues a solicitation for goods and services electronically through its procurement system. If the solicitation is designated for posting to VSS, the solicitation is posted to VSS for viewing. In addition, if the solicitation is directed to particular vendors using the VSS application, the vendor receives an email notification regarding the solicitation.
Once a solicitation is posted to VSS, the vendor has the ability to create and submit a response against the solicitation through VSS. The response pre-fills with information from the solicitation and facilitates the vendor's submission of its response. In addition, VSS allows a vendor to submit multiple responses against the same solicitation. VSS provides the ability for the vendor to edit and re-submit responses while maintaining the full history for the vendor's viewing. The creation of unsolicited proposals is also supported by VSS.
Once submitted in VSS, responses are sent electronically to the procurement system facilitating the evaluation process in the contracting office. In addition, VSS provides reverse auctioning capability in which a vendor may view other responses submitted against an auction solicitation.
Once the contracting office completes the evaluation process and selects a vendor, an award is issued for goods and services. Once the award is designated for posting to VSS, the award is available for searching and viewing in VSS. In addition, VSS sends various email notifications regarding the posting of an award to vendors using VSS.
