Response Overview

Registered VSS users have the ability to create, save, submit, edit, and withdraw responses. The VSS user may create a response against an open solicitation from the solicitation search results or from within the solicitation view. VSS generates a version number for each response to support a vendor creating multiple responses against a given solicitation. Response versioning also supports maintaining the history of all response actions - including saving draft responses, submitting responses, and withdrawing responses. Various information on the response pulls forward and pre-fills from the solicitation. If desired, the VSS user can add Teaming Partners (subcontractors, joint venture partners) to be included on a solicited offer.

In addition to solicited responses, VSS also allows for the creation of unsolicited responses, along with unsolicited lines on solicited responses. Unsolicited responses/proposals allow unique and innovative ideas or approaches that have been developed outside the Government to be made available to Government agencies for use in accomplishment of their missions. Unsolicited proposals are offered with the intent that the Government will enter into a contract with the offeror for research and development or other efforts supporting the Government mission, and often represent a substantial investment of time and effort by the offeror. If desired, the VSS user can add Teaming Partners (subcontractors, joint venture partners) to be included on an unsolicited offer.

Once a response has been created, the user may save the response as a draft or submit the response. Saving a response as a draft allows the user to work on a response, save the response, and return to complete the response at a later time. The user may delete a draft response at any time.

In addition to saving a response, the user may submit a response as long as the solicitation is not closed, awarded, or canceled. When a response is submitted, it is sent to the external system. Once a response is submitted, the user may not delete the response but must withdraw the submitted response. In addition, a submitted response can be edited and resubmitted.
